The Franklin D. Boyce Annual Health Scholarship Program was established in1996 in recognition of the many years of service provided by Mr. Boyce as CEO of John Randolph Medical Center and first CEO of John Randolph Foundation. The scholarship is available to residents of the city of Hopewell, Virginia, and the following nearby localities: Prince George, Colonial Heights, Petersburg, Emporia, Fort Lee, Dinwiddie, Sussex, Surry, Chesterfield (South of Rt. 288 and East of Ironbridge Road), Charles City, and Varina (Southeast Henrico, south of I-64).
