The Franks Foundation Scholarship was established by the Oregon Student Assistance Commission. The scholarship is open to graduating Oregon high school seniors or current Oregon college students majoring in nursing or theology. First choice goes to Oregon residents from Deschutes, Cook, or Jefferson Counties. Second choice goes to Oregon residents from Harney, Lake, Grant, or Klamath Counties
